VPN restrictions

Switzerland moved to revise its surveillance ordinance (VUEPF) to extend data-retention and identification duties to VPN providers, messengers and other services -- a change Proton and Threema said would force them to abandon no-logs guarantees or leave the country. After sustained opposition from providers, digital-rights groups and across the political spectrum, the Federal Council shelved the revision in December 2025. It is one of the clearest democratic pushback wins on VPN regulation; adult VPN use remains fully legal.

Digital ID

POSTPONED -- NO LAUNCH IN 2026. Switzerland's state electronic ID, issued through the federal swiyu wallet, was due to go live on Dec 1, 2026. On June 30, 2026 the Federal Office of Justice withdrew that date, saying security must come before the timetable because AI-driven threats -- malware injected into phones and deepfakes -- need stronger defences. The trust infrastructure is now due in the first half of 2027, and the e-ID date will be announced only once development is substantially done. Design commitments made in February stand: businesses must pre-register in a public federal register what data they ask for and why, and the e-ID is meant to be unlinkable, with several technically distinct credentials per person. Budget cuts dropped cross-border recognition and issuing into third-party wallets. Justice Minister Beat Jans told officials to meet opponents' main objections as far as possible before launch. Voters approved the e-ID Act narrowly in September 2025. NOT ESTABLISHED: the new launch date. The official e-ID site still shows the superseded Dec 1 date.
